Overview of position
Our clients Engineering and Facilities Management Section (EFMS) is responsible for supporting the planning, implementation, operation, maintenance and monitoring of water supply, water treatment, wastewater treatment, sanitation, drainage and environmental protection systems across mission locations. These systems are essential to sustaining mission operations while ensuring compliance with health, safety, environmental and operational requirements.
To strengthen quality assurance and quality control of WATSAN infrastructure and services, our client requires a WATSAN QA/QC Engineer to provide technical oversight of water, wastewater and sanitation systems throughout installation, maintenance, commissioning and operational support activities. The position supports compliance with approved specifications, WHO drinking water guidance, environmental standards and mission requirements through systematic inspections, testing verification, commissioning oversight and corrective action management.
Role objectives
The WATSAN QA/QC Engineer will provide quality assurance and quality control support for water supply, water treatment, wastewater treatment, sewerage, drainage and sanitation infrastructure projects and operations. The incumbent will:
Ensure WATSAN installations, repairs and maintenance activities comply with approved technical requirements.
Verify quality and performance of water supply, wastewater and sanitation systems.
Monitor implementation of QA/QC procedures throughout project execution and commissioning activities.
Review contractor compliance with technical, environmental and safety requirements.
Coordinate quality monitoring activities with laboratory and operational personnel.
Support identification, reporting and resolution of quality deficiencies and non-conformities.
Maintain technical records, testing documentation and quality reporting systems.
Contribute quality-related inputs to WATSAN design, procurement and implementation activities
Expected output:
Quality Assurance and Quality Control
QA/QC procedures, inspection checklists, inspection and test plans implemented and maintained.
WATSAN installation, maintenance and commissioning activities inspected and documented.
Contractor compliance with approved drawings, BOQs, SOWs, specifications and environmental requirements verified.
Defect and NCR registers maintained and corrective actions monitored through closure.
Quality observations and recommendations documented and reported.
Testing and Commissioning
Pressure tests, leak tests, disinfection procedures, pump tests and commissioning activities witnessed and documented.
Flow measurements, performance verification activities and acceptance testing records maintained.
Effluent monitoring, sludge handling verification and environmental compliance observations documented.
Commissioning checklists completed and filed.
Operational readiness of WATSAN systems verified prior to acceptance.
Water Quality and Environmental Compliance
Water quality and wastewater performance concerns identified and escalated.
Sampling schedules, testing activities and laboratory results coordinated with the Water Analysis Laboratory Technician.
Non-compliance trends analyzed and incorporated into QA/QC follow-up actions.
Environmental risks and process-control deficiencies identified and reported.
Corrective measures monitored and documented.
Documentation and Reporting
Inspection reports, test records and commissioning documentation maintained.
Material approvals, equipment certifications, warranties and O&M documentation reviewed and filed.
As-built documentation and handover dossiers reviewed and maintained.
Weekly QA/QC status reports and performance dashboards prepared and submitted.
Project reporting
The WATSAN QA/QC Engineer will report to the WATSAN Engineer, Chief Engineer, EFMS, or designated supervisor. Reporting requirements include:
Daily and weekly QA/QC inspection reports.
Inspection and Test Plan (ITP) records.
Commissioning checklists and testing records.
Defect and Non-Conformance Reports (NCRs).
Corrective action tracking logs.
Water and wastewater performance observations.
Environmental compliance reports.
Material and equipment approval records.
Handover and O&M documentation reviews.
Weekly WATSAN QA/QC status summaries.
Reports shall be prepared and maintained in accordance with EFMS procedures, WATSAN quality requirements and mission reporting standards.
Key competencies
Qualifications:
First-level university degree in Civil Engineering, Environmental Engineering, Sanitary Engineering, Water Resources Engineering, Mechanical Engineering, Public Health Engineering or a related field (required).
Advanced university degree (Master's degree or equivalent) in one of the above disciplines (desired).
Other qualifications:
Ability to read engineering drawings, prepare concise reports, maintain QA/QC records and coordinate technical activities with laboratory and operational teams (required).
WATSAN, water treatment, wastewater treatment, QA/QC, environmental compliance or occupational safety certification
Years’ experience:
Minimum three (3) years of progressively responsible experience in WATSAN engineering, water supply systems, wastewater treatment, sanitation infrastructure, environmental engineering, construction supervision or QA/QC activities (required).
Experience in quality control of WTP/WWTP installations, pumps, tanks, pipelines, sewerage systems, septic systems, drainage systems, commissioning tests, sampling coordination and environmental compliance (required).
Experience in military, humanitarian, peacekeeping, post-conflict, hardship or high-risk operational environments
Geographical experience:
Experience supporting water, wastewater and sanitation infrastructure projects in field-based operational environments (required).
Experience working in humanitarian operations, peacekeeping missions, remote locations or challenging field conditions (desired).
Languages:
Fluency in written and spoken English (required).
Knowledge of French and/or Haitian Creole (desired).

The position does not have direct line-management responsibility for permanent personnel. However, the incumbent will:
Coordinate QA/QC activities with contractors, WATSAN operators, laboratory personnel and engineering teams.
Monitor contractor compliance with approved technical, environmental and safety requirements.
Coordinate quality verification activities with the Water Analysis Laboratory Technician.
Support contractor performance evaluations through quality monitoring activities.
Provide technical observations and recommendations to project supervisors and operational teams.
The role requires close coordination with WATSAN personnel, laboratory staff, contractors and multidisciplinary engineering teams supporting mission infrastructure and environmental management activities
