Overview of position
Our clients Engineering and Facilities Management Section (EFMS) is responsible for implementing and supporting civil works, maintenance activities, camp infrastructure improvements, repairs, renovations and operational engineering projects across multiple mission locations. These activities include earthworks, roads, drainage systems, concrete works, masonry, steel works, prefabricated facilities, containerized structures and other infrastructure required to support mission operations.
To support effective field execution and day-to-day construction activities, our client requires an experienced General Foreman – Civil Works capable of supervising work crews, contractors and field operations while ensuring productivity, safety, quality and compliance with approved instructions. The position plays a key role in coordinating site activities, monitoring work progress, and supporting timely delivery of operationally critical civil works.
Role objectives
The General Foreman – Civil Works will provide direct field supervision and coordination of civil works activities across our clients project sites and operational facilities. The incumbent will:
Supervise daily construction, maintenance, repair and infrastructure activities.
Coordinate work crews, tradespersons, equipment operators and contractors.
Ensure works are executed according to approved drawings, instructions, specifications and schedules.
Monitor site productivity, resource utilization and work sequencing.
Verify measurements, quantities and completed works for reporting purposes.
Support implementation of safe working practices and environmental protection measures.
Maintain accurate field records and construction documentation.
Support emergency repairs, rapid-response works and operationally urgent engineering activities.

Site Supervision and Construction Execution
Daily civil works activities coordinated and supervised.
Work crews, trades personnel and contractors effectively managed and monitored.
Construction activities completed according to approved instructions and schedules.
Site activities properly sequenced to maximize productivity and operational efficiency.
Defects, constraints and implementation issues identified and reported.
Work Measurement and Progress Monitoring
Daily production quantities verified and documented.
Labour, equipment and contractor attendance records maintained.

Material consumption and usage monitored and documented.

Safety and Site Control
Daily site diaries completed and submitted.
Material records, equipment logs and work completion records maintained.
Defect lists and corrective action records prepared.
Site observations and progress updates reported to supervisors.
Documentation supporting progress monitoring and payment verification maintained.

Project reporting
The General Foreman – Civil Works will report to the Civil Engineer, Facilities Management Assistant, Chief Engineer, or designated supervisor. Reporting requirements include:
Daily site diaries.
Labor and equipment utilization records.
Material usage records.
Site progress reports.
Progress photographs.
Quantity and measurement records.
Defect reports and corrective action recommendations.
Safety and housekeeping observations.
Work completion records.
Reports shall be prepared and maintained in accordance with EFMS procedures and project reporting requirements.
Key competencies
Qualifications:
Secondary education is desirable. Substantial, verifiable hands-on experience in civil works supervision may be accepted in lieu of formal qualifications (required).
Technical or vocational certificate, trade qualification or recognized training in civil works, construction supervision, masonry, concrete works, carpentry, roadworks, equipment operation, occupational safety or a related field (desired).
Other qualifications
Ability to read basic drawings, sketches, work orders and specifications. Ability to maintain daily records and work under operational pressure (required).
Training in construction safety, equipment operation, site supervision or related technical disciplines (desired).
Years’ experience
Minimum ten (10) years of practical hands-on experience in civil works, construction, maintenance, repairs, renovations, roadworks, drainage, earthworks, concrete works, masonry, carpentry, steel works, prefabricated/containerized facilities or site supervision. At least three (3) years must include supervision of civil works crews, labourers, tradespersons, equipment operators and/or contractor teams (required).
Experience in field execution, work sequencing, site measurements, daily reporting, material coordination, equipment coordination, quality monitoring and safety supervision (required).
Experience in hardship, hostile, conflict, post-conflict, peacekeeping, humanitarian, military or emergency construction environments (desired).
Geographical experience
Experience supporting construction and maintenance activities in field-based operational environments (required).
Experience in remote locations, emergency operations, peacekeeping missions or humanitarian field settings (desired).
Languages
Fluency in written and spoken English is required.
Knowledge of French, Haitian Creole and/or Spanish (desired).

The position involves direct supervision of field personnel and construction activities. The incumbent will:
Supervise civil works crews, labourers, tradespersons and equipment operators.
Coordinate contractor teams and subcontractors working on assigned projects.
Allocate daily work assignments and monitor productivity.
Coordinate resource requirements with engineering, facilities management and logistics personnel.
Monitor compliance with site instructions, schedules and safety requirements.
Provide field-level leadership and technical guidance during construction and maintenance activities.
The role requires continuous interaction with engineers, facilities personnel, contractors and operational stakeholders supporting mission infrastructure projects
Further information
This is an experience-driven construction supervision position where demonstrated field experience and supervisory capability are the primary evaluation criteria.
The position requires daily presence on active construction, maintenance and infrastructure work sites.
The incumbent will be expected to supervise multiple work crews and contractor teams under varying operational conditions.
The role supports construction, repair, maintenance, camp infrastructure and operationally urgent engineering activities across our clients locations.
The position requires the ability to work under tight deadlines and respond to emergency repair and rapid-response construction requirements.
Accurate measurement, reporting and record-keeping are essential components of the role.
Strong coordination with engineers, facilities personnel, logistics staff and contractors is required.
A valid driving licence and familiarity with plant and equipment operations are desirable.
The incumbent must be capable of working safely and effectively in challenging operational environments while maintaining productivity, quality and schedule performance.
