Country: Syrian Arab Republic Organization: International NGO Safety Organisation Closing date: 27 Jun 2026 Organisation Background Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,500 NGOs operating in 24 of the world’s most insecure countries. INSO is registered in the Netherlands, with its headquarters located in The Hague, a city renowned for its international focus on peace and justice. INSO Syria The Syria program supports more than 290 NGOs to deliver vitally needed aid and assistance to an estimated 13.1 million people in need across the country. First launched as an emergency response operation in 2014, INSO Syria has grown to become a program covering all Syrian governorates, with a Country Office in Damascus. The Syria conflict is unique and complex: you will find that every day is different and there is always more to learn. Job Summary You will lead INSO’s operations in Raqqa and serve as the primary liaison with humanitarian actors. The role focuses on monitoring the security environment, producing high‑quality analysis, offering operational advice, and ensuring the effective running of the field office. The position combines security analysis, NGO engagement, and management of a multi‑disciplinary team to ensure the relevance, accuracy, and consistency of INSO services. Main Responsibilities Security Analysis and Advisory Services Monitor and interpret security developments affecting humanitarian operations in the Central-East region of Syria. Produce information products, including alerts, incident reports, briefs, and thematic reports. Provide contextual and operational advice to NGOs. Deliver security briefings. Identify trends and communicate implications for humanitarian actors. Base Leadership and Management (Head of Base) Oversee daily operations of the Raqqa field office. Supervise and mentor national team staff. Maintain the quality and consistency of INSO analytical products. Ensure strong SOPs, verification protocols, and M&E systems. Coordinate with senior management. Promote staff wellbeing and principled engagement. NGO Engagement and Coordination Maintain a broad and active network of contacts, including NGOs, UN agencies, local authorities, community representatives and other relevant actors. Facilitate regular security coordination meetings and roundtables for the NGO community. Ensure that INSO services respond to the operational needs and priorities of humanitarian organisations in the area. Represent INSO and uphold the organisation’s principles of independence, neutrality and impartiality in all engagements. Support to Humanitarian Operations Provide NGOs with contextual insights related to operational access constraints and security developments affecting humanitarian programming. Conduct field visits to maintain situational awareness and support the accuracy of INSO analysis and reporting. Provide support to NGOs during security incidents when requested, including information sharing and coordination support. On occasion, provide NGOS with reviews of safety and security policies and reviews of NGO‑managed facilities; provide written recommendations and best‑practice guidance. Knowledge, Skills, and Experience 5+ years of professional experience in the humanitarian sector, including work with international NGOs. Proven writing, editing, and analytical skills and the keenest eye for detail. Demonstrated experience working in conflict or high-risk environments. Previous experience in senior field-level humanitarian roles, such as: Field Coordinator, Security Manager / Security Advisor, Head of Base, Programme Manager with operational responsibilities Working proficiency in English, both written and spoken. Proven experience managing teams in field operations. Strong understanding of humanitarian access challenges, operational risk environments and duty of care considerations. Graduate-level education in a relevant field or equivalent work experience.
