BACKGROUND The International Labour Organization (ILO) is implementing activities under project IRQ/24/02/DEU aimed at strengthening labour market inclusion, supporting green employment opportunities and enhancing skills development in the Kurdistan Region of Iraq and Northern Iraq. As part of these activities, the project will produce a series of analytical reports, policy briefs and apprenticeship training materials related to labour market diagnostics, reintegration of vulnerable groups and green economy skills development. To ensure that these publications meet ILO corporate identity standards and publication quality requirements, the ILO seeks to recruit an individual consultant to provide professional design, layout and typesetting services for the publications listed in this Terms of Reference. The selected consultants will be responsible for producing professionally designed and print-ready publications while ensuring compliance with ILO branding and formatting guidelines. 2. OBJECTIVE Assignment Objectives: The objective of this assignment is to support the ILO in the design and formatting of project publications and apprenticeship training materials, ensuring: • High-quality professional layouts • Compliance with ILO corporate branding guidelines • Preparation of print-ready publications • Delivery of editable open-source design files. • The publications will be in English while the training materials will be in Kurdish 3. DELIVERABLES The total duration required to provide graphic designing and typesetting services in this assignment over a period of 45days from 1 July to 25 August 2026. QUALIFICATIONS AND REQUIREMENTS The required service contractor should have the following: • Required expertise in providing document translations, graphic designing and type setting services. • Demonstrated experience of at least three years in offering such services. • Multidisciplinary Team- the contractor must assemble a highly skilled, multidisciplinary team with expertise in document translation, graphic designing and type setting. • The team should have demonstrated strong expertise using Adobe InDesign or similar design software and experience designing reports, policy briefs and technical publications and can pay special attention to corporate branding requirements. • References: A portfolio of at least 3 similar projects, with references validating the organization's experience. 6. PROPOSAL SUBMISSION PROCEDURE The ILO invites qualified consultancy firms to submit their quotations and A portfolio of at least 3 similar projects, with references validating the organization's experience. Technical Proposal Technical proposals should comprise of: • Understanding of the ToRs, proposed methodology and timeframe for conducting all aspects of the assignment. • Presentation of the company profile against the listed qualifications and requirements. • CVs of each of the proposed team members demonstrate their experience and competence against the above requirements. • Outputs from experience completed by the bidding company such as legal case classifications, legal analyses, consulting reports on labour and social security law in Iraq, legal briefs, etc. Technical Proposals must be submitted in English in PDF format, with each page duly signed, stamped and dated. Financial Proposal Graphic designing and translation service contractor shall submit the Financial Proposal in US Dollar or Iraqi dinar following the table/format below in both the Excel and the PDF formats (table may be slightly adjusted). Each page of the Financial Proposal in the PDF format should be duly stamped, signed and dated. The Financial Proposal should be valid for 90 days after the deadline for submissions.
