Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation, providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 5 million vulnerable IDPs, returnees and host communities in urban and rural areas. General information about the role of the person: Under the overall supervision of the Programme Quality Director, Protection Technical Lead iprovides technical support and contributes to capacity development of PIN’s Protection team, including field staff. The role entails technical guidance and leadership in integrating protection components and Protection, Gender Equality and Social Inclusion (GESI) standards across all PIN programmes, identifying best practices and programmatic gaps, providing practical recommendations, implementing assessment and monitoring tools, and strengthening the capacities of PIN staff. Description of general duties: Ensures timely and effective implementation of relevant activities across the assigned area and оперативely provides all relevant information to the line manager; Leads the assigned team and ensures accurate and timely collection of all data and information related to field activities; Manages the assessment and selection of target locations and beneficiaries, including identification and selection of relevant partners for grants or in-kind support from PIN, ensuring transparency and compliance with PIN procedures; Ensures timely planning, preparation, and efficient implementation of all activities related to the protection sector across multiple projects, in coordination with relevant departments (logistics, finance) and in accordance with PIN procedures; Regularly visits project sites, monitors the progress of all activities, and reports results and any issues in a timely manner directly to the supervisor; After grants are provided, closely cooperates with and supports partners in planning implementation, and regularly monitors partners’ performance, quality, and impact on overall PIN programme quality; Is responsible for achieving project objectives, participates in monitoring, and ensures data availability; Identifies and tracks needs and gaps; Ensures continuous monitoring of the situation in target locations and coordination with community representatives, with timely reporting of any changes; Provides input for the preparation of project proposals; When necessary, undertakes missions to other locations for needs assessments or aid distribution. Documentation and reporting: Ensures timely collection and submission of all project-related updates required for daily/weekly/monthly activity reporting, including field monitoring and evaluation reports, as well as reports from external meetings and relevant events; Ensures regular data collection and completion of MEAL tools for tracking partner performance; Ensures that all relevant project documentation is regularly archived in accordance with PIN archiving guidelines; Prepares high-quality reports, plans, and presentations of project results; Is responsible for regular updates of activity plans and for producing high-quality narrative reports (monthly, quarterly, etc.) in line with donor requirements and templates; Performs other necessary and relevant tasks as assigned by the Senior Regional Manager/Regional Coordinator. Qualification requirements: Education and specialization: Bachelor’s degree in a relevant technical field is desirable; Preference is given to civil engineering, environmental engineering, and water resource management; Specialized training in WASH programming, humanitarian response, or infrastructure design is an asset. Professional experience: Relevant professional experience in WASH programming (water supply, sanitation, hygiene promotion); Proven experience in managing WASH projects in humanitarian and/or development contexts; At least 2–3 years of experience in team leadership or staff supervision; Experience working with NGOs, UN agencies, or donor-funded programmes is an advantage. Required knowledge: Knowledge of water supply systems (design, construction, rehabilitation) and sanitation solutions; Experience in needs assessment, project design, budgeting, monitoring, and evaluation; Familiarity with international WASH standards (e.g., Sphere standards); Experience in contractor management, procurement processes, and quality assurance. Required skills and competencies: Leadership and staff management: Ability to manage, mentor, and develop teams; oversee performance and foster collaboration; Project management: Strong planning, coordination, and problem-solving skills with the ability to manage multiple projects simultaneously, including budget management and reporting; Communication: Excellent written and verbal communication skills; ability to engage with communities, stakeholders, and donors; Analytical skills: Ability to analyze technical data and translate it into practical plans; Adaptability: Ability to work in challenging and rapidly changing environments; Teamwork and coordination: Strong interpersonal skills with the ability to work in multidisciplinary and multicultural teams; Accountability and integrity: Commitment to humanitarian principles and ethical standards. English language: Upper-intermediate (B2). PIN OFFERS: A competitive salary according to the People in Need salary scale in amount of 1495-1575 EUR Gross + 3% after probation period.
