About PIN Ukraine:
People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation, providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 5 million vulnerable IDPs, returnees and host communities in urban and rural areas.

Under the overall supervision of the Emergency Programme Manager, ensures the management and implementation of Water, Sanitation and Hygiene (WASH) projects.
Description of general duties:
Internal relations:
Closely cooperates with the Project Estimators, WASH Engineers, Area Administrator, and Programme Managers. Coordinates work with the Communication, Logistics, and Finance departments. Reports to Programme Managers and the WASH Technical Lead.
External relations:
Establishes and develops relationships with local self-government authorities, municipal service providers, laboratories, other humanitarian organizations, and within the region. Additionally, attends cluster meetings upon request.
Specific duties and responsibilities:
Ensures direct management and implementation of Water, Sanitation and Hygiene (WASH) projects.
Conducts needs assessments and technical assessments, including visits to water supply/sewerage facilities, boiler houses (for centralized heating), institutions (schools, medical centers, social centers), as well as observations and interviews with municipal service providers and institutional staff.
Provides technical support and supervision throughout project phases (initiation, implementation, handover), covering the aspects listed below where the candidate’s experience is essential.
Renewable and backup energy solutions for target institutions mentioned above.
Solar and wind energy as part of an autonomous hybrid smart alternative energy system.
Testing/preparation of energy demand and consumption profiles.
Design/review of alternative energy systems as required based on demand analysis.
Comparison of the optimal condition of proposed energy systems with the site profile.
Additionally:
Provides consultations and cooperates with service providers and contractors for the design and implementation of proposed alternative renewable energy systems.
Ensures timely planning in accordance with existing procedures and work plans.
Regularly provides necessary information and reports on the progress of implementation and performance of works.
Supports the procurement process, including preparation of requests for relevant materials, equipment, and services with defined specifications and quantities, and agrees on technical characteristics with the Eastern Region Director.
Provides support during technical documentation review when required.
Ensures project implementation in compliance with legal and governmental standards, guaranteeing the application of standards in each specific case.
Conducts regular site visits to verify quality of works and provide guidance where necessary.
Ensures preparation and processing of project documentation, including reports, tables, and other supporting documentation.
Performs quality control and verification of project documentation, construction and installation works, and design and cost estimate documentation.
Monitors proper receipt and use of delivered equipment and services.
Ensures compliance with minimum international standards in humanitarian action.
Identifies and refers additional needs.
Establishes professional relationships with other departments of the organization and coordinates activities with other projects.
Performs other tasks as assigned by the Manager.
Qualification requirements
Education and specialization:
Higher education (Specialist or Master’s degree) in one of the following fields:
Civil engineering;
Water resources / water supply and sanitation;
Heat engineering / district heating / energy (including alternative energy for infrastructure).
Professional experience:
At least 1 year in a managerial position (team leader, senior specialist, coordinator).
Minimum 3 years in water supply / sanitation, district heating, or energy sectors (humanitarian, private, or public sector).
Required knowledge:
Understanding of the project cycle;
Understanding of national technical standards and regulations in water supply / sanitation / heating;
Knowledge of state and humanitarian programmes in water supply, heating, hygiene, and sanitation;
Knowledge in alternative energy is an asset.
Required skills and competencies:
Project management and team management;
Financial reporting;
Ability to work with design and cost estimate documentation;
Ability to critically assess the needs of enterprises and provide recommendations / technical solutions to address identified issues;
Official correspondence with government authorities;
Working with partner organizations.
English level:
B2 (Upper-intermediate).
PIN OFFERS:
A competitive salary according to the People in Need salary scale in amount of 1882-2078 EUR Gross (depending on qualifications) + 3% after probation period.
